I think this is a great play for discussion. I am OK with the shooting foul and nothing more. I do not think he stops anything this player is trying to do, so I am good with just calling the jersey grab. He does not take away a clear advantage, and the player makes an easy dunk and is not put in any danger.

I’m so pleased that this video was unblocked. This is a clear F1 in NCAAM and an intentional personal foul in NFHS.
There is absolutely no way that the basket can be counted. The jersey grab from behind begins when the offensive player isn’t even touching the ball. He has pushed a dribble far out in front of him and chasing after it. Clearly has not started the act of shooting when the foul takes place.
One can play the video and stop and start it in order to see this.
