Because it says so in the IAABO manual.
As my Mom used to say, "Because I said so!".
Only the administering official (under normal usual circumstances) chops it in.
And we were just reminded of this in a "You Make the Call" video play summary last week.
... You will notice both the Lead and the Trail have their arms raised to start the clock. This is not an approved IAABO procedure. Based on the IAABO manual, the administering official should be responsible for signaling when the timer should start the clock.
I have no idea what the NFHS manual says.
