Thanks. I agree that the "AP throw-in" part is incorrect -- it's only true if it's part of the start of a quarter.
The statement came out from the state office as part of a larger missive. I agree we need to be aware of the throw-in spots, but someone will take the statement literally and put a throw-in at the wrong spot.
