The game is still frozen until the replacement happens. once the replacement happens, we can now bring any subs that report prior to the FT administration or grant TOs.
Previously we could only allow subs to come in if multiple FTs were involved if they were reported prior until the DQ/replacement process finished. Anyone that reported afterwards had to wait till the normal sub opportunity.
