I think that is a specific state that does that, not the general NF. And that state is doing that for a dumb reason and clearly has no one that officiates that actually is making this decision.

That is all I will say for now.

But the the rest of the basketball world waits until the next opportunity to stop play. That means relatively immediately for an offensive player that flops. And let the play finish or penalize after the offense has had a chance to score.
