In our high school games we try to take care of some roster/scorebook problems before the ten minute mark (though not the problem posted by Mark T. DeNucci, Sr.) so that they can be fixed with no penalty.
Easy to fix are when we have more players in the layup lines (though not the players getting taped in the locker room) than are listed in the scorebook. We can also head off any problems with illegal numbers, identical numbers, or a failure to identity starters.
However identifying uniform numbers not in the roster/scorebook, or matching names with numbers, is way beyond the control of officials.
