It appears that IAABO wants the non-tossing official to watch all ten players (jumpers and non-jumpers) for fouls or violations.
As the tosser, I'm always pleased to get any extra help from the non-tosser as I am sometimes ducking out of the way of an extended elbow.
Also, it takes a split second, or so, to get the whistle in my mouth, so the non-tosser often "beats me to the punch".
Thus, I, as the tosser, would not expect my partner to give me first crack (cadence whistle) at a jumper violation.
I hate jump balls.
I think that I have always made my opinion perfectly clear on that topic.
