Looks completely insincere. What could be clearer and easier than all-but-one? An exception only makes it less simple. They just wanted to favor the offense, I'm not buying this excuse. Why couldn't he just say what they wanted?

What may be simpler is, does this eliminate the need to keep track of whether it's a loose ball play? And take away team A's incentive to fumble? Or is there still some provision where that comes into play, so it's not a simplification even there?
