NCAA pass interference

Doesn’t pass interference require the offended player to be an eligible receiver? I haven’t called games in many years (and never NCAA), but I thought that was a requisite. OSU game Thursday night there was a PI penalty late in the 3rd quarter. I saw it but then was shocked when it was announced as part of an offsetting penalty with the offense having an ineligible downfield. Turned out the ineligible was the intended receiver. Just curious. Definitely wasn’t a game changer or anything.
