Funny how some see a play and others see it different. I’m ruling incomplete on this. It looks to me the player was still gaining possession when he hit ground OOB. Last spring I had the benefit of sitting through an afternoon of games films with some D-1 NCAA and NFL guys. Surprisingly (to me at least) they’d almost always rule incomplete on catches just like this one. The NCAA guys would usually go with the “when unsure”, the NFL “see a football related move”. And watch the wing official moving toward the OOB’s spot. It looks like he’s starting to signal incomplete rather then time out.
