It is about time!  Had two games this month (grade school and junior high) where the games were a blow outs going into 4th quarter.

I do not like the rule. It starts at halftime and you stop the clock for FTs. Illinois is so much better with the clock running at 30 in the 4th Quarter and it does not stop unless there is an injury or timeout.
But again all these things half the time are unnecessary anyway. The clock runs much of the time anyway and to me you take away time from the kids that never play. At least in Illinois, you can call fouls and not feel like anything is going to come to a halt.
