Yes, it stops at the same time (by rule -- most of the time you can't run the shot clock when the game clock is stopped; you can stop the shot clock when the game clock is running) Yes, it's a "hard zero".

At the beginning of the game, the game clock shows 20:00 (NCAAM) and the shot clock shows 30. Assume that the clocks are started and stopped in .5 seconds. Most (probably 99% by now) of the time, the game clock will show 19:59 and the shot clock will still show :30. Exactly 1 second after the clock starts it 19:59 and :29. At 1.1 seconds it 19:58 and :29. etc.
