Short answer is "YES", However you might review the following rules to help understand;
9-4-3m (Illegal Personal Contact). PENALTY described as 15 yards (S:38,24). PENALTY includes, "Disqualification also if any fouls under these articles ARE JUDGED BY THE GAME OFFICIAL TO BE FLAGRANT -(S-47).
