Substitutions

NFHS rules. Play is stopped to attend to A1 for an injury. It is clear that A12 can come off the bench, report and be beckoned on to substitute for A1. But what about other players? Can they too come off the bench, report and be beckoned on? Or may they only enter if they were already at the scorer's table, before the dead ball?

A friend says they may not. But that's not what the case plays say, unless I'm reading them wrong. This is my understanding: A1 is injured. Her substitute, A12, can come off the bench, report and be beckoned in. But A14, A17, B13 and B16 can also come off the bench, report and get beckoned in.

3.3.2 Situation A: A player is injured while on the field and play is stopped. Both teams substitute three players from the bench before play resumes. Ruling: Illegal, unlimited substitutions are permitted but the substitutes must check in and be beckoned in by the referee as per Rule 3-4-1a.

Rule 3-4-1a: The substitute shall remain at the scorer's table until a referee beckons the substitute onto the field of play.

3.3.3 Situation E: Team A substitutes an unlimited number of plays from the bench after .... (b) an injured player is required to leave the field.... Ruling: legal providing the substitutes check in and are beckoned in by the referee.

There is nothing in the circumstances about subs having to check in before the dead ball. Am I missing something?
