I worked with someone today that works D1 and he said that in one of their staff meetings, there was a law firm that was brought in to discuss this very thing. They discussed how they had information on every official because there was a threatened lawsuit with the NCAA and a couple of conferences when an official ruled a last-second shot that would have affected the outcome of a betting line. The officials in this case never reviewed the situations and it involved one official in like a week's period of time. So there were people that were convinced that the official was in on some scheme. But the law firm had evidence that this situation was an anomaly. And both cases where blowouts or where the game's outcome was not in question. But the betters lost millions thinking that the NCAA allowed this to happen. So if the betting line would be affected, this is why this rule was put into place.
