Seen it before. Looks like U1 did give a Safe signal, which likely led to F2's confusion. This was one of those situations where an umpire's call put the team in jeopardy. I suppose the right thing to do here would have been to return the scoring runner to third since a proper out call at first might've led to F2 tagging the runner instead of playing it like a force.
