You're forgetting 10-6, which is the all-but-one principle:
...a penalty for a foul occurring during a play is enforced from the basic spot with the exception of a foul by the offense which occurs behind the basic spot during a loose ball play or a running play. This particular foul is enforced from the spot of the foul.

So, I'll agree that the basic spot is the previous spot. However, on this play we need to use the all-but-one principle and, if accepted, the ball will be marked off 10 from the spot of the foul and it will be 3rd and 23 from A's 20.
KWH: Case book 10.4.2 situation B simply talks about the basic spot (which is the previous spot and will be the spot of penalty enforcement UNLESS the all-but-one principle applies) and doesn't deal with enforcement since it doesn't even give the spot where the foul occurred. 10.4.2 situation C is a play that has DEFENSIVE holding during a loose ball play and would, indeed, be marked off from the previous spot if accepted since it was a foul on the DEFENSE.
