It’s a spin move in the same spot, which means, because human ankles aren’t on ball bearings, that both feet moved in the process.

The trick for the official is determining when the dribble ends. In the OP, in real time, I’m not 100% sure, so I’m not calling it. Upon video review, however, it was a travel.
