For me, whistle following a timeout or any delay, except when FTs are to follow. It's obvious to all and gets everyone's attention that we're resuming play when the official announces the number of FTs and bounces the ball to the thrower.
And no whistle to end a quarter. At least in our area, sounding a whistle to end every quarter is a dead giveaway of a hack official.
