Rich is right, in that no contact is required to have obstruction, but passing between a runner and the base he's moving toward isn't automatically obstruction either.
Blocking access (or allowing access) is only a FED concept. It isn't in OBR.NCAA. All that's required in OBR/NCAA in hindrance.Can be as simple as a stutter step as F3 ran in front of R1.
