I can't say that I remember the post you are talking about but an invalid fair-catch signal is defined as a signal by a receiver before the kick is caught or recovered that does not meet the requirements of a valid signal, is after the kick has touched a receiver, or after the kick has touched the ground. 2-9-3,4. So to have an invalid fair-catch signal the window for PSK is still open by definition. It is a PSK foul.

For an illegal fair-catch signal then the kick is over by definition and penalized from spot-of-foul or end-of-run just as normal.
