I don't think this is a cylinder play JRut.

JD's NCAA videos seemed to suggest that cylinder plays are for 1) elbows that occur when defender is in cylinder and offensive player makes a basketball play (doesn't apply to this play because of no elbow), and 2) plays where the defender is straddling the offensive players pivot legs and restricting movement (also doesn't apply to this play).

I think it's a foul, but a hit or a hold.
