Who says the rulebook says shorts are legal? Citation please? The rulebook doesn't say anything about uniform shorts (except old references to compression shorts), it talks about uniform pants, and also talks about uniform skirts, both being legal. If long pants are legal, and short pants (shorts) are legal, and skirts are legal, by purpose and intent shouldn't skorts be legal? Aren't skorts just a style of short pants?
