No. One is a foul the other is a violation. The penalty for fouls are adjudicated in order of occurrence. You cannot have multiple violations that happen one after another (as in Player A1 bats the ball out of bounds. Once out of bounds player B1 touches the ball. Is that double B?)

Correction: The only exception is FT violations and they are NOT adjudicated in order.
