I know little about the NF or PW football rules. Slow this video down to a frame by fram playback. Even try to view the clip on a large display for a different look.

If safety is a POE, I might be tempted to flag this. However, the video is a poor quality video.

Edit: So google tells that me that a chop block is much like our delayed knee block up here in ski-ville.

From the video, I see that the C blocks the defender below the waist, then the RG pushes the same defender (in the torso) "over" the C who is still in contact with this defender.

I do not believe this is a chop block, since my understanding is that the first block must be up high and the second block must be low. In the video, the block is low, then high.

Once could argue that that block it is not necessary at that level of play. How old were these children?
