3-3-3 & 3-3-4. If there is a live-ball foul by either team and the penalty is
accepted,
and time expires during the down,
and the foul is not listed under 3-3-4b, then we have an untimed down (unless 3-3-3d applies). The exclusions in 3-3-4b are USC's, nonplayer fouls, LOD fouls, and fouls that are enforced on the kickoff or result in a safety.
