I've never umpired 16" men's ball, but it appears that USA Rule 8-4-K has your answer:

If a throw results in an overthrow or blocked ball, no runners may advance. Any runner advancing on a pitch not batted is in jeopardy to be put out if tagged before returning to their original base."
