Yes once players lands on two they have not established a pivot foot yet, but one will be and one won't be. When both come off the floor again they must shoot/pass before landing.
In somewhat related news:
Ironically enough (maybe only I think its ironic) when a shooter catches the ball if they land on two and make a miniscule hop up and down before shooting that is travel. But if they catch and ball and land on one, they may take a hop of any size land on two and shoot it.
In barely related news:
With shooters I find the most common travel to be that extra hop to get rhythm. In drivers most common tends to be either a stride start (quick foot change on drive) or on open faced pivots not getting ball out of contact with their hand before pivot foot is lifted.
