In NFHS it’s an IFP / intentional grounding. I’m invoking illegally conserving time and starting on the ready. This is a widely accepted practice for an IG penalty late in the half/game because the passer is trying to stop the clock illegally. We can not invoke the new 2 minute rule that allows the offended team the option because that rule only works in one direction: the offended team can choose to start the clock on the snap when the
result of the play would otherwise start it on the ready. It does not allow them to choose to start the clock on the ready when the result of the play is on the snap. Result of the play is an incomplete pass, i.e. starts on the snap unless we invoke illegally conserving time.
