Correct.
If there is a violation, it would be one of the following:
Touching OOB while holding or dribbling the ball.
Simply going OOB on purpose
If they haven't violated by going OOB, it would not be a violation for them to return and touch the ball unless it would have been a violation for the to touch the ball anyway (without going OOB at all).
