Also be aware that the procedure used to resolve ties in the Federation rule book is recommended, not mandated. State associations are empowered to use their own procedure for dealing with ties (See NF 1-7 - Table 1-7 #9). So any answer to this type of question is state specific. For example, here in NJ, we use the NCAA procedure: 1-10 from B's 25. B may score on a turnover and end the game.
