The baseball balk rule and the softball illegal pitch rule are quite different, but there are some similarities.
In LL Softball (and all other softball rule sets), a pitcher cannot hesitate once she separates her hands and starts her motion for delivery. It's an illegal pitch when that happens. The penalty depends upon the level of play. For Majors and below, it's just a Ball on the batter. In Juniors and above, it's a Ball on the batter and all runners advance one base.
