You are correct in that Baker is batting in the proper slot (2) in the order.
As previously explained, once a pitch was thrown to Baker, The PREVIOUS batter became the proper batter (Charles). This essentially resets the batting order and the batter that follows Charles should be at bat (Daniel). Since Baker batted in this spot, s/he is out of order and subject to appeal.
