I'm really glad there are opposing POVs here.
But at the risk of contradicting my own OP...
I don't believe it was an attempt at deception by the batter.
But I do believe F2 stopped her action solely due to the batter's word.
That said, strictly following the rule, I think I should have ruled IP.
At least at the higher level.
