I meant to add that to the conversation earlier. And I have an example of the rationale behind that mandate.

I once blew my whistle for the Team B coach time-out request as Team A was attempting a BC end line throw-in. After I did the obligatory "DOH" expression Team B's coach then said "That's alright, I don't want the time-out". Of course I granted it anyway.

Later on in the game Coach B told me he has done that before and I was the first official to enforce the time-out. Other officials had rescinded the time-out, but the pause in play would allow him to set up his press.
