On-deck batter

1. Is more than one on-deck batter allowed to be outside the dugout during the inning in field of play? I'm not talking about in the stands. I thought only 1 batter was allowed outside dugout on deck for safety reasons but I can't find this in rules.

2. Batter illegally out of BB to get signals. Rule says warn first then can call a strike on batter. Now, I know I can call a strike, but has anyone ever seen this or done this? I'd prefer to warn several times before calling a strike.

I'm trying to get a bit more tournament savvy.

1. By definition, isn't the on-deck batter only one person? I think you have your answer hidden in your question.

2. I haven't had a problem after reminding the BR to keep one foot in the box. Usually it is the result of players switching from Fed rules to ASA rules. Generally, they listen.

With the rule books in front of me...

ASA 7.1
NFHS 2-5-3
NSA 7.13

All refer to on-decker batter not batters. I read that as a singular player rather than multiple batters.

ASA - I read the same thing

Agreed. The rule does indicate batter in the singular and not "batter(s)." Perhaps I'm trying to outread myself. Thanks for the help.

Actually, ASA refers to the offensive player scheduled to bat next. Since this game only allows one batter at a time, only "one" person can be next.

Also, PONY Rule 8-13, mentions the next batter in the order.
