LETS SAY A MAN IS ON HIS BELLY AND ANOTHER MAN IS ONTOP OF HIM AND THE GUY ON TOP JUMPS IN THE AIR AND BELLY FLOPS ON HIS BACK. IS THAT LEGAL?

NO. No intent to score, just an attempt to injure or punish. Penalties would range from 1 point to disqualification.

Unless you mean that the guy on top jumps in the air and belly flops, landing on his own back... in which case that would be more like a "suicide". I've never seen it happen, but you never know with the little kids!
