When the top man constantly runs the bottom man out of bounds after the bottom comes to his feet is that stalling?

If the offensive wrestler pushes the bottom man out with the intent to prevent an escape or reversal, it is a technical violation and a penalty point. I will allow it one time under the guise of not knowing where he was on the mat, etc. If it happens again, ding, he gets no warning, just the TV and the penalty point to the defensive wrestler. Tough call to make because it is your judgment, but if you think he did - he probably did! I would not consider stalling here as an option. There are other areas where stalling would come into play - I don't think this is one of them.

tony's right

Tony is absolutely correct in this case, leaving the mat OR forcing your opponent off of the mat as a means of avoiding wrestling IS a technical violation. Many people (myself included) can have trouble differentiating the two. Granted, it's LIKE stalling but by the letter of the rules, it is not.
