Under NFHS rules, it is a LOR / point to the opponent at the beginning of the next set.

Under NCAA rules:

at time due : delay warning
+0:30 : delay penalty 1:0
+1:00 : delay penalty 2:0
+1:30 : delay penalty 3:0
+2:00 : delay penalty 4:0
+2:30 : delay penalty 5:0
+3:00 : delay penalty 6:0
+3:30 : delay penalty 7:0
+4:00 : delay penalty 8:0
+4:30 : delay penalty 9:0
+5:00 : default 25:0
