Proper sequence of signals

What is the proper procedure for the R2 in a situation where a team wishes to make a substitution immediately following a time-out?

Normally, at the end of the time-out, I sound the whistle and show the R1 the number of time-outs each team has taken.

Normally, when administering a substitution, I will sound the whistle and give the sub signal.

Should I do both of these when administering a sub after a time-out? That seems overly whistley.
