I have coached and even had to ref on occasion. I still have much to learn, but wanted to get stated officiating. Is my best avenue starting out with my local high school association?

You can probably just ask a ref at your next game for a phone number to the association in which he/she is a member of. From there, i dont know the specifics of all the things you will need to do.
