Playing Ball Below Waist
 
I don't officiate volleyball, so I don't own a rule book. But this came up in a discussion during one of my rec games:

FED Rules.

Can a player play the ball below the waist? Some say they can, but they can't send it over. Some say they can and it's okay to send it over. Some say they can't at all.

may play ball with any part of body and ball can go over.

The confusion probably stems from the fact that until this year, any contact below the waist was illegal under Fed rules.

Contact below the waist is legal, except for a player serving the ball (must be one hand or arm). Period. Direction of the ball does not matter.
