Ncaa 6.2.3.1

Can someone explain the rationale for the change to this rule? The first improper request of a game is denied, but not penalized further, even if a team delay sanction has already been assessed to that team in that game.

I'm not arguing that it's the rule, I just don't understand why. If the team already has a delay sanction, and then they delay again, why no penalty? I don't get it.
