Call both captains over and tell them they both need a line-up check.

Ask R2 to have the scorer verify the proper next server for both teams.

He already did that. Sorry, I forgot to include that part. That was the long delay. He's talking with the scorer and then he moves the "illegal serving" team into the wrong rotation.

I suspect this happens (undetected) regularly.
Wrong server. Team lined up one rotation advanced.
More commonly, I suspect the should-be server is placed in front right after they lose the rally for wrong server.

In this case, there's not too much you can do. Just move on...and post it here next time!
