How to submit a rule change for consideration?
 

In another online resource, someone was asking about why officials typically allow younger kids to serve the ball without releasing it first, when the rules in USAV specifically say that the ball must be released.

It occurs to me that might be a rule change worth considering. 14s and under are allowed a re-serve if they toss the ball and then let it fall to the floor. Why not also allow them to serve out-of-hand, since that's the common practice among officials anyway?

Is there a process for making this suggestion?

I would say it can't hurt to submit a rule change considering you've put the thought into it. Pati's willing to listen to rational discussion.

I don't mind the rule as it is, but I wouldn't care if they changed it, so I don't really have much of an opinion either way.
