How to submit a rule change for consideration?
In another online resource, someone was asking about why officials typically allow younger kids to serve the ball without releasing it first, when the rules in USAV specifically say that the ball must be released.
It occurs to me that might be a rule change worth considering. 14s and under are allowed a re-serve if they toss the ball and then let it fall to the floor. Why not also allow them to serve out-of-hand, since that's the common practice among officials anyway? Is there a process for making this suggestion?
