Missed Test Question
Below is the question I missed on Illinois' test (NFHS rules). What say you?
Team A makes a substitution during the time-out. After the time-out, it is discovered that A4 has replaced A7 illegally. The R2 should: A. Disallow the substitution, signal unnecessary delay, placing the appropriate card on the wrist of the offending team and pointing to Team A's side. B. Signal unnecessary delay, placing the appropriate card on the wrist of the offending team and point to Team A's side, and then allow the substitution to take place. C. Signal illegal substitution, place A7 back on the court, and award a loss of rally/point to Team B. D. Signal illegal substitution, place A7 back on the court, and award a loss of rally/point to Team B. The substitution is denied until the next dead ball. |

Based on my rules research, I'd answer "A". It's based on the ruling in casebook play in 10.3.7 Sit G.

I cited 10-3-7 as well, but came up with "B" for the answer, which is apparently incorrect. The last sentence of the penalties section of 10-3-7 reads, "In all cases, the illegal substitute must enter legally or be replaced by a legal player." I guess the "disallow the substitution" portion of answer "A" threw me off.
