Video camera attached to back of fence
 
High School softball:
The pitcher's father attached his video camera on the fence behind the catcher. The camera itself was located on the back of the fence, and not inside the field of play. The umpire required the camera to be removed. His assigner told him that was the correct procedure. He stated that if the camera was on a tripod behind the fence, it would be legal, but no camera may be attached to the backstop (fence).

I found this interpretation from the NFHS: SITUATION 5: The home coach has placed a wireless camera in the stands behind the dugout which transmits its recording to a monitor in the dugout. RULING: This is legal. Video monitoring or replay equipment must be placed in the dugout, stands or another dead-ball area. (3-3-1, 1-2-8)

The camera was located outside the playing area, attached to the fence. Why would this not be considered a "dead ball area"?

The fence (its entirety) is not dead ball area.

I had that in my game today. It happens all the time at this location, and it does no bother me, or affect the game in any manner. So I let it go and called the game. Right or wrong.

We had the same interp here, it's legal to be attached to the fence. Those little go pro's are being used all the time now and as long as it's on the outside of the fence it's not an issue.

This was also a spectator that put the camera there and had nothing to do with personell from either team.

How is the outside of the fence live ball area?
Consider not being a live ball catch on a fallen fence in NFHS.

The face of the fence toward the playing field isn't dead. Otherwise any ball bouncing off it would be dead.

Yeah I agree with that part. It's the claim that the back side of the fence is in live ball territory that I'm more suspicious of.
