ASA Fast Pitch: Is this an Illegal Pitch?

Today in an ASA Girls' 14U Fast Pitch Tournament:

RH Pitcher engages the Pitching Plate (PP) properly with her hands apart, the heel of her Pivot Foot (PF) on top of the PP with her toes in front of the PP, and the toes of her Non-Pivot Foot (NPF) on top of the PP. As she start her pitching motion and before she separates her hands and keeping her NPF completely in contact with the PP, she drags her NPF backwards and drops it off the back of the PP so that the toes of her NPF are in contact with the PP and then she steps forward to make her pitch.

Has she done anything illegal?

Thanks.

Not if I understand your description. She maintained contact with the plate with both feet the whole time before stepping forward.

I agree with Manny. I would compare your description to a pitcher sliding her foot across the pitcher's plate without losing contact before starting to pitch.

From the description provided it all sounds legal.
