Actually, the rule book is quite clear, and requires no personal umpire policy. NFHS 3-7-2 says, "The umpire shall deny any subsequent offensive team requests for charged conferences."

I meant there is no penalty as in 3-7-1 PENALTY (Art 1.) My policy is in line with the rulebook and what it says, but that is not a penalty per se (as in the above), it is simply following the rule, which says it shall be denied.

Be careful advertising things like "my policy". That only implies that you're acting on your own agenda with no basis in the rules. It goes without saying that you should be in line with the rules; there is no need for a "policy" there.

As for a penalty, there shouldn't have to be one. You deny a request, and that's it. If the coach wants to go against your wishes, warn, restrict, and then eject, as an umpire would for almost anything else when a player or coach refuses to abide by his/her direction. It's really quite simple.

His point, I think, is that you don't need an individual policy for this. Just follow what the rule says. IOW, you are doing the right thing, but your explanation of why implies that others could have a different "policy". Actually, they can't and still follow what the rule book says.

You'll find that this is not the only thing prohibited by the rules where the "penalty" is, basically, the umpire saying "don't do that." Not every rule violation has a penalty (beyond the obvious one for a clear defiance of the umpire's instructions).
